You are required to select an ethical issue which has been reported in the news media in the past 12 months. Collect one recent (2016 or 2017) news article which identifies the issue, and perform further research to collect relevant background information and facts, to enable you to answer each question listed below.

This ethical issue must be different from the issue which you analysed in Assignment 1.

You must provide a full reference for all sources of information you have used to inform your research. Provide separate answers to each of parts ‘a to e’ of this assessment under separate sections:

a. Clearly define the ethical question/problem and provide a brief explanation as to why it is important. (3 marks)

b. Identify facts and key assumptions which are relevant to your analysis of the ethical problem. (6 marks)

c. Analyse the ethical problem using act utilitarianism, identifying all relevant consequences. Compare negative versus positive consequences and assess whether net utility will rise or fall as a result of the ethical act being examined. (8 marks)

d. Apply Kant’s categorical imperative by defining the rule that authorises the act central to the ethical problem you have chosen. Discuss whether this rule can be applied universally. (8 marks)

e. Provide a conclusion comparing results in parts c & d above identifying whether your ethical conclusion equates with your conscience with regards this problem. (5 marks)

You do not need to provide a copy of the news article but you must provide full references of all articles and other sources you have used to inform your ethical analysis.

Ethical issue comes when a decision is made without considering the impacts of the
decision on the societies (Shafer-Landau, 2007). In this context, this paper will define the ethical
question with a
ief explanation to explore the importance of the problem. Further this paper
will identify the facts and key assumptions that can help in the analysis of the ethical problem.
Again, this paper will define the ethical issue through the help of utilitarianism to describe the
elevant consequences to define the positive of net utility for the selected ethical issues. Finally it
will apply Kant to define the central to the ethical problem. To accomplish this paper effectively,
the removal of 457 Visa program of Australia is selected.
Issues related to 457 Work Visa
The government of Turnbull has axed on the visa program such as 457 Visa and also
introduced a new Temporary Visa to fulfill the Skill Shortage. The government has made this
decision to address the issues related to the abuse of the employees and misuse of the 457 Visa
program (Ward, 2017). Cancelation of the 457 Visa program crates any issues the semi skilled of
non-skilled workers of India because they were using the 457 Visa program. The new Visa rule
will not help them to the secure their job in Australia because the new visa scheme will either
provide a visa for two years or four years.
The cancelation of 457 Visa program creates big issues for Indian labour within the
Australia because it will cut their jobs and create survival issue. Further, this decision will affect
the flow of the labors from the India to Australia. O the other hand, the Indian government has
also said that they will review the decision of the government of the Australia because there are
several Australian companies and people, who are also working in India on Work Visa.
Australian education industry is basically seeing growth due to the Indian students and

concluded that the termination of the visa program was taken by the government to provide
Australian jobs to few of its people but it will affect the economy of the country and free trade
contract with the Indian government (Tolj & White 2017). This will affect the entire people of
the country. Therefore, the analysis of the ethical issue related to 457 Visa program is most
important because it will help to judge the decision made by the government was based on
ethical values or not.

Ethics is just like a principle that defines human behavior as proper, good and right. The
principles related to ethics provide a meaning to evaluate and decide a course of action on the
asis of other available competing options. Ethics is defined how an individual should behave
