1. Introduction to the Identified Issue
According to Elazar's Theory, Texas has a combination of conventional and individualistic political cultures (Strunc). “As a result, it claims, voter participation in Texas is lower than in most other states in the US. According to the argument, Texans see political engagement as a financial benefit rather than a way to give back to society.”
2. Why this is a State or Local Issue
A traditionalistic political culture, according to Elazar, regards the government as important for sustaining the present social order, or status quo. “Elazar connects this perspective to the southern United States, when settlers related their economic fortunes to the necessity of slavery on plantations across the region (Strunc).
Under such a culture, voter participation would be lower, and there will be greater hurdles to participation. Prior to realignment during the civil rights period, the Democratic Party controlled the political system in the South. Parties are more likely to battle for voters now, depending on the post sought.
