Introduction
There has been long held discussion over reducing the gap for achieving the target to halve
the gap in child mortality by 2018 is working or not. Even if improvement has been shown in
child mortality during past 7 years, but in case of rest of six gap targets need to be met in next
few years. Distinction can be seen over policy prescriptions for indigenous and non-
indigenous Australians. Government implements several welfare policies mainly over
indigenous people so that improvement over welfare measures such as achieving educational
targets for children, maintaining high expectancy of life, lowering child mortality rates and
unemployment rates can be seen among them. It has been found that regarding above
mentioned indicators; the result is poorer for Indigenous Australians as compared to that non-
Indigenous Australians. According to the reports of Steering Committee for the Review of
Government Service Provision (SCRGSP) 2009, observations show that former have lower
incomes and employment rate, less educational attainment of education and worse health
conditions. Within their different groups as well, huge variation in numbers have been found
(Biddle, 2011 CAEPR Lecture Series, Canbe
a).
Data reports over Child Mortality
As there has been fall down in the number of deaths from that of circulatory diseases by 15
per cent and rise in the number of deaths due to cancer, there has been widening of mortality
gap on overall basis. However, there is still no statistically significant data found to show the
decline in the mortality rates between the year 2008 and 2015 (Williams, 2017).
In terms of educational enrolment also, the gap shows a widening trend because Indigenous
children have shown high rates of enrolment, that is, by 87 per cent but in case of non-
indigenous case, the same has been found to be 98 per cent during the year 2015. In terms of
attending school, new targets have been set to reduce the gap between Indigenous students
2

and non-Indigenous students of Australian schools. For instance, the studentsof Aboriginal
and To
es Strait Islande had the attendance rate of 83.4 per cent which was almost same as
that in 2014.On the other hand, attendance rate for non-indigenous Australian students were
found to be93.1 per cent which is steady during last two years (Davey, 2017).
Government has taken several measures to increase the early childhood enrolment by 95 per
cent during the year 2025. All these steps on the part of the government have been expected
to
ing well-being of the Indigenous Australians in the long run. Therefore, the target for the
eduction of gap in terms of reading up to half the original measure by the year 2018 is
difficult to accomplish. Only one measure named as Year 9 numeracy has been found to be
on track and remaining seven measures that is for years 3,5,7,9 for reading and numeracy are
not...
