Difference between the term ELL and LEP
ELL is included in both accountability system and reading test while the LEP are only included in the reading test. ELL refers to students whose first language is not English and in the process of learning English. LEP on the other hand is used to identify students whose first language is not English and are unable to perform ordinary class work in English. ELLs are regarded as heterogeneous, complex and slow while LEPs are not. ELL students will perform better than the LEP students if placed on academic achievements, since they have developed cognitive capacity (Abedi, 2004).
Problem with the term LEP
There is lack of an operational definition of LEP nationwide. Abedi (2004), states that the criteria for identifying LEP students is not uniformly applied across nation. An important criterion used for identifying LEP students is testing on English proficiency.
Potential issue with the term LEP
There is a potential issue with the term LEP as it
ings about differences between students, which can sometimes result in conflicts. Students may perceive the different language levels in a class as problematic. Advanced students may be impatient and dismissive towards low-level learners who in turn feel emba

Bilingual education is said to be beneficial for cognitive development in children. Being bilingual can improve children’s problem-solving skills and creative thinking. With bilingual education, one is able to learn new words. He or she is able to use information in new ways, which can help in coming up with solutions to problems. Bilingual education also enhances good listening skills that make it easy to connect with others (O’Dea, 2001).
On the other hand, bilingual education can be problematic because it holds schools less accountable for producing eloquent English-speakers. The status of bilingual education is still unresolved and its programs are limited. With bilingual education, there is lack of language development opportunity, limited use of the native language, premature transition to English, and inadequacies of instructional materials (National Council of Teachers of English, 2008).
