Josh Lehner defines Timber payments are the payments that are received from OWL, 25% Fund (FS), secured rural schools, Mineral, BLM and PILT. From 1986 to 200 the share of 25%Fund(FS) was decreasing trend , it also high during 1986 to 1990 and the share of BLM for increased from 1986 to 1990 later the BLM share of timber payments decreased till 2001.The share of PILT to timber payments was very minimal compared to other from 1986 to 2010. From 1991 the share of OWL to timber payment started to emerged and it was decreasing. From 2000 the share of Secure Rural schools to timber payments was high and also decreased from 2000 to 2010.From 2001 the share of BLM to timber payments was high compared to previous period.
