In week 3, we discussed the Dilemmas in the Deterrence of Terrorists (Chapter 4 in The Counter Terrorism Puzzle). Why is deterring terrorists a challenge? Do you think terrorists be deterred? The U.S. Government published the most recent National Strategy for Counterterrorism (NSCT) in October 2018. For this second topic you are to develop a framework for a brand-new National Strategy for Counter Terrorism of the United States. Address both domestic (homeland) components and offensive overseas elements. Make sure to address how you will balance domestic security with civil liberties at home and how you will be effective in dealing with terrorists abroad without creating even more terrorists in the process. Make sure your framework employs all elements of national power (diplomatic, informational, military, economic, intelligence, law enforcement, financial). Also describe theimportance of gathering all sources of domestic and overseas intelligence for effective counter terrorism efforts. You do not need to write an entire strategy, just the outline or framework for a new NSCT; an executive summary or details of your pillars or plan of action for a comprehensive strategy. Deterring terrorists is a challenge :
Terrorism is an act denial of democracy and of human rights by a group of extremist who claim themselves to be revolutionists and superior. It is a threat which uses extreme means of  violence groups against a particular country or religion. One of their main motive is to attract a huge number of audience making them popular in order achieve their goals 
Violence which are caused by the urge of taking revenge with no political demands , are not considered as terrorism. Terrorists increase  their audiences by making random  attacks  so that the feel at risk is observed by all. These attacks may be random but are full-proofed , well planned and at times efficiently executed, where they weigh their risks, costs, and payoffs minutely. 
Deterring terrorists or terrorism is a challenge since most of these organisations are state funded. The downing of Pan Am flight 103 is considered to have been state sponsored by Libya, after finding a Libyan officer guilty. Evidence gathered following the La Belle discotheque bombing in West Berlin on 4 April 1986 pointed to Libyan sponsorship. In retaliation, the U.S. administration  launched a raid on Libya on 15 April 1986. The US Department in 2003 documented a list which all states funded terrorists groups which included Cuba, Iran, Iraq, Libya, North Korea, Sudan, and Syria. Later on another documentation , 2007 , the U.S. removed Libya and Iraq. The 9/11 attacks  intended to cause anxiety among people and to surprise the government and leave a message for all sound and clear that if the government fails to meet their demands then there would be  more blood shed.  9/11 had a global audience.
