Historically, how could a business challenge, or attempt to change, an administrative regulation that it believes is overly burdensome? Are those options still valid today? Why or why not?

In olden days changing a system or administrative system used to be very difficult as 
people were against changes. They used to believe in the system they follow and used to 
consider it as a tradition. Hence, it was burdensome. Burgess, S. (Ed.). (2001).  
But today these situations have changed as people are ready to accept the change.
