Answer all questions
Question 1 (20mks)
a. According to economic theory, society makes an important tradeoff between scarcity,
choice and opportunity costs. Carefully discuss this tradeoff with relevance to health
economics. (10)
. A reputable doctor quits his job, which pays $77,000 a year, to open a non-governmental
organization (NGO) to serve the needs of orphans. His annual expenses for the NGO
amounts to $62,700 for food and daily supplies, $9,400 for maintenance, and $1,800 for
ooks.
i. What is his opportunity cost of opening the NGO? (Show working) (4)
ii. What core economic principles are considered in the doctor’s decision making?
(6)
Question Two (30mks)
a. Carefully explain why the basic framework of supply and demand is not sufficient to
analyze the market for health care. (15)
. “The consumption function and budget constraints explained are useful elements in
understanding the microeconomic approach to health spending.” With the use of
appropriate graphs and mathematical expressions, critically evaluate this statement. (15)

country’s GDP. (5)
. With the data used in part (a.), carefully discuss the dominant cost components of health
care. (7)
c. Using appropriate graphs and mathematical expression,
iefly discuss one
macroeconomic view of health spending. (8)

Answer 1:
a. Economies are all about the trade-off which is made scarcity and choice (Normand 1991). Here, the word trade-off means that when you are choosing something (making a choice), because the resource is scarce you will have to leave something (opportunity cost), this trade-off is applicable in all the fields and health economics as well, which means when the government is allocating the funds to build health infrastructure (choice), it is giving up on the other infrastructure (opportunity cost). Ultimately because of the resources being scarce, it is all about making trade-offs which are between scarcity, choice, and opportunity costs.
.
i. Opportunity Cost of Opening the NGO = Salary from the Job – Annul expenses for the NGO
= $77,000 – ($62,700 + $9,400 + $1,800)
= $3,100
ii. The core principles which are considered in the doctor’s decision making are:
· The Value of the opportunity, based on both cost including opportunity costs, and based on costs
· Broader benefits, of how the benefits are aligned to the core values of the docto
· Practical value, and thoughts
Answer 2:
a.
The above graph shows the demand and supply of healthcare in two countries which is the US and Europe, now going by the graph there are two reasons why health care is more expensive in the US than in Europe, and the first is because demand is high, and the other is supply is limited, but both the reasons can be wrong here because health care is not something which can be measured in terms of supply and demand. After all, supply and demand are based on the marginal utility which is cannot be calculated in health care, which means the consumers do not have an idea about what is the right price to be paid for healthcare. This can be seen from the supply side as the suppliers of the healthcare have market power which means they can control the market, and above all most of the healthcare is controlled by the government which leaves very little scope for the equili
ium to decide the price. The same was seen by (Parmar 2019) in his research.
. The budget constraint is the boundary (Clark 1994), which has all the combination of consumption which an individual can afford at the level of income he/she earns, but because healthcare covers so many elements some are impacted by the consumption function and budget...
