My week 2 fourmThe definition of Global Terrorism:The Commonwealth Law of Australia defines global terrorism as an act or threat intended to advance an ideological, political or religious cause and coerce or intimidate any government in the world or the public. It includes causing serious physical harm to the person or serious damage to the property or creating a serious risk to the health and safety to the public.
As suggested by Pollak (2019), Federal bureau of investigation defines global definition as violent, criminal acts committed by individual or groups who are either associated or inspired by foreign terrorist organization or state-sponsored investigation.
As stated by Gioia (2016), United Nation defines international terrorism as “criminal acts, including against civilians, committed with the intent to cause death or serious bodily injury, or taking of hostages”. It is done “with the purpose to provoke a state of terror in the general public or in a group of persons or particular persons, intimidate a population or compel a government or an international organization to do or to abstain from doing any act.”
“Such an act might constitute offences within the scope of and as defined in the international conventions and protocols relating to terrorism, are under no circumstances justifiable by considerations of a political, philosophical, ideological, racial, ethnic and religious or other similar nature” (Asongu, 2019).
There is various other version of definition given by the United Nation. I considered the definition of the United Nation better that other definition as it includes all the elements and factors, which are responsible for the creation of the terrorism.
Reason for Not Attaining International Cooperation on Counter-Terrorism
One of the main reasons that international cooperation is not achieved counter terrorism is because some of the developed countries promote terrorism. Many of the terrorists have safe haven in countries like Iran and Pakistan. On the contrary, there are many other countries, which have close association with these countries. As an outcome, other countries also failed to give support on counter terrorism. For example, China and Pakistan have close alliances, thus, China never support for the counter terrorism. Lack of unity among countries to work globally counter terrorism is not present.

1. International Terrorism and the Terrorism Wave
One of the most deadly term that we hear most commonly presently is terrorism. Shanahan (2016) have defined that terrorism can be broadly understood as a method of coercion that utilizes or threatens to utilize the violence in order to spread fear, endanger lives and thereby attain the political and ideological goals. Another definition sated by United Nations is that the intention to cause death or serious bodily harm to civilians or non-combatants with the purpose of intimidating a population or compelling a government or an international organization to prevent from doing any act (Singh, 2019). 
Therefore, from the summarization of above points it can be said that terrorism is creating a sense of fear through endangering the lives of many people and making the government bow down to their demands and agree to the agenda that does not go with best interest of humanity. However, the terrorism has gone beyond the national level and touched internationally. The inception of the international terrorism started from the emergence of Al Qaida from 1990s, which had largely become synonymous with Islamist terrorism. Terrorist groups in Syria, Iraq, Al Qaida and the Islamic State of Iraq and the Levant (ISIL) have the intention and the capability to directly attack to the western countries and cause serious damages (Mi5, 2020).
Terrorism wave is a series that since 1880s four overlapping major waves of terror has affected the international world with special character, purpose and tactics. The first three waves have happened in each generation that covered approximately forty years, the fourth one has stared since 1979 and it is still in progress. These kinds of terrorist waves are being created by organizations as well and that can be seen from the example of anti-colonial wave that started in 1920 by IRA (Jach-Chrzaszcz, 2017). 
It has been seen that each of the wave is the creation by the political turn up to disrupt the current government or making discontented active and transfer the legitimacy away from the possible government. Hence, the waves are mostly created and that is a serious threat for the humanity all the time. However, if we see the pattern of the wave creation, it can be anticipated that the fifth wave of terrorism is already in making. 
Besides, that can be said by the discussion from Prior (2018) that eight years ago the new tribalism with the Lord’s Resistance Army in Uganda as the exemplar and number of characteristics of such group including the breaking away from the established terrorist wave. The lone operators will cause many deadly impact and terrorist activities with the emergence of fifth wave.
