Introduction
Climate change has become one of the serious issues of discussion all around the globe as the sustainability of the climate has become an issue of concern. Many conventions are held to discuss the adverse effect that is being created by the greenhouse effects from the industrial as well as conventional emissions. The project is about highlighting the UN Framework Convention, Kyoto Protocol and Paris Agreement context and laws that will describe the ways to control the emission and a sustainable climate control. Further discussion about the renewable energy source and the discussion of policies are discussed.
Answer 1
UN Framework Convention on Climate Change
Outline
UN Framework Convention on Climate Change (UNFCCC) is an international treaty for the environmental protection, which was formed on May 9, 1992 and was opened for the signature at the Earth Summit in Rio de Janeiro, from June 14, 1992. Cochrane et al. (2019) have discussed that after the sufficient number of countries has accepted to this convention and hence it became effective from March 21, 1994. The prime objective of UNFCCC is control the adverse effects of the greenhouse gas effects that has created serious problems all around the planet. The framework has set guidelines that will be non-binding to the countries and will let them decide the way and methods to control the greenhouse gas emissions.
Rationale and Development of Energy Policy
To overcome the challenge of controlling the greenhouse effects certain policies needs to be formed, which will look after the policy implementation. Jordan et al. (2018) have discussed about Article 3(1), which states that all the members should act together to protect the climate system based on their individual responsibilities that they will follow and particularly to the responsibilities and capabilities of the developed countries. In another policy, Article 4 states that all the participating countries must make some general commitments that will help to control the adverse effects resulting to the climate change.
In another Article 4(7), it has been emphasized on the relationship between the developed and developing countries who have participated in this convention, as that will help smooth functioning. The developing countries will implement their policies and the methods of controlling the greenhouse effect after they have followed the way developed countries have implemented the policy. The purpose is to facilitate the financial resources and transfer of the technology and methods as that will help in improving the economic and social aspects of the developing country. The more use of the advanced technology will be adapted the more effects of greenhouse and pollution will be reduced.
UNFCCC Law
The convention has some laws or acknowledgements that they state regrading the effects on the countries. Hence there are certain provisions that needs to be followed by the countries to participate in the convention terms such as all countries are directed all countries to submit an annual inventory of the greenhouse gas emission data of each country to monitor their activities and steps. The industrialized countries have to report regularly on their climate change policies and the measures they have adopted. While the developing countries have been directed to report in a more general terms (UNFCCC, 2020).
Kyoto Protocol
Overview
Kyoto protocol is the extended part of the UNFCCC of 1992 and was adopted in Kyoto, Japan on December 11, 1997. The prime objective of this protocol is to reduce the effects of global warming, which is an alarming situation by reducing the greenhouse effects that has affected the atmosphere badly. Almer and Winkler (2017) have discussed that the protocol states that every individual country has own capabilities to cope and combat the climate change based on the economic development of the country. Thus, it puts the obligation of reducing the present effects of emission by the developed countries, as they are responsible for the alarming situation that is being faced now.
Rationale and Development of Energy Policy
Kyoto protocol’s important element is to establish a flexible market mechanism, which is primarily based on the trade of the emission permits. Miyamoto and Takeuchi (2019) have stated that under this protocol the countries must have to meet their targets of emission standards that are primarily done through the measures of the nation. Generally, the implications are on the developing countries where the older technologies are removed and new efficient technology is adapted, which has long-term benefits to control the emission and meeting the standards of the protocol.
There is a rigorous monitoring and reviewing provisions, which will review the...
