Assume you are a policy analyst for the Missouri Joint Committee on Legislative Research. The Missouri General Assembly is considering a bill that would issue school vouchers. The voucher could be used to attend the local public school associated with your property address, fully pay for attendance at a different public school within your county (acceptance by lottery if necessary), or to pay all or part of the tuition at a private or parochial school. Exact details will be up to the education department in the state. To your surprise, you are asked to prepare a persuasive memo (2-3 pages double-spaced, 12 pt. font) to the Senate Committee on Education that either (1) provides economic and policy arguments in favor of the voucher bill OR (2) provides economic and policy arguments opposed to the voucher bill.

Most people contend that public school tax support distorts the incentives that both consumers and manufacturers face. In general people believe that this distortion be removed by offering purchase coupons to support students who want to attend private schools. Some reformers see coupons as a remedy that not only increases the opportunity for disadvantaged children by allowing them to select better schools, but also improves the system of public schools by forcing them to bid for pupils. We will analysis past research how effective this voucher system.
(Epple et al., 2017) Their evaluation of the fact is that the data so far is not enough to justify the
oad acceptance of vouchers; however, some promising results encourage further investigation. In particular, small-scale observational evidence does not indicate that the granting of a student voucher is an integrated, effective means of enhancing educational results and that any negative consequences are identified. However, vouchers may have a significant beneficial impact on the users in such environments or sub-groups or results. Studies with major voucher schemes are based on student sorting, albeit of differing degree. Evidence from both small and large-scale schemes shows that voucher rivalry contributes to improvement for public schools . In addition, research is advancing on how vouchers can be structured to reduce adverse effects from sample, while maintaining positive competitive effects.
(Manski, 2021) A quantitative analysis is considered more useful than theoretical reasoning in relation to this topic. This study uses a model of youth and school activity in order to simulate the impact of differing size vouchers on students living in three disadvantaged, average and rich under two neighborhoods about how public schools expend their money. Firstly, public schools reduce their service to particular pupils to a minimum so as to achieve additional targets not respected by the pupils. Secondly, public schools are strategic enterprises that maximize their educational opportunities for each pupil. Simulation findings are neither positive nor pessimistic in their uniformity. They don't endorse the point that a voucher scheme will improve poor young people. As if public schools optimize surplus, a structural option scheme does not nearly equalize opportunities for schooling through income levels.
