Air pollution kills over two million people each year
Times of India, 14th July 2013
The article has stated that air pollution has taken such a gigantic shape that it may be
esponsible for about two-million deaths worldwide. Environmental Research Letters journal
published that a study estimated that around 470,000 people die each year because of human-
caused increase in ozone. The composition of the atmosphere has been gradually changing over
the past millions of years. But after the beginning of the industrial revolution, i.e. during the last
two to three hundred years, the process has been accelerated. Since then man has begun to affect
this change. Besides this, the process of rapid economic development in the developing countries
has intensified the problem of air pollution since the last fifty years. Hence controlling air
pollution is urgent to prevent further damages.
Air pollution is primarily a by-product of energy consumption. Impurities in fuels lead to
emissions of sulphur-di-oxide and particulate matters. It is basic fact of chemistry that burning
ca
on based fuels leads to emissions of oxidized ca
ons – ca
on dioxide, a major greenhouse
gas. Because atmosphere contains significant amounts of nitrogen in addition to oxygen, burning
fuels inevitably leads to emissions of nitrogen oxides. Tropospheric ozone is not directly emitted
from fuel combustion but results chemically from high concentration of nitrogen oxides and
organic vapours, in presence of sunshine. It has proved to be very difficult to control ozone in
several u
an areas. To a large extent, air pollutants are their worst in u
an areas, due to
concentration of people, both as sources and victims of pollution. Air pollution can lead to
several health problems including heart attacks, reduced human performance etc. At a regional
level, air pollution can damage crops. Acid deposition is a large problem in many parts of the

world. Ca
on dioxide is a global pollutant in that overall level in the earth‟s atmosphere leads to
increase in the heat trapping capacity of the atmosphere, which leads to global warming.
Controlling the precursors of climate change is the subject of intense cu
ent international debate.
Regarding this, we have to focus on two issues:
i. Convey a sense of how environmental protection is pursued in different countries
ii. The extent to which economic incentives have been used, particularly emission
charges, in which polluters pay a fee per unit of emissions, or marketable permit systems in
which polluters may buy or sell the right to pollute a given amount, thus imputing a value to
educing pollution.
Thus there are two main tools of environmental protection:
a) Emission charges (Pigou)
) Marketable permits
Both tools represent ways to induce business to search for lower cost method of
achieving environmental standards. The stand in stark contrast to the predominant „command
