distinctive characteristics of the goods that are available to people around the world. Public 
goods are those goods that are equally available to all. They are non-excludable and non-
rivalrous, which means that neither anyone is excluded from the use of these goods, nor their 
usage by a few persons leads to reduction in their availability. Contrary to this, private goods are 
those that require the user to pay a certain value for their usage. The person who pays for the 
good becomes its owner.
