Perception of a person is not independent of the culture where he is present in. Cutlure will impact a lot how the person perceives the world external to him. The trends of the culture, the norms of the culture will act like constraints or framework for the human mind, and just based on these factors the human mind will start believing what is right and what is wrong. The power of judgment and the outcomes of sensing of a human mind will completely depend on the way in which a person mind is impacted by the cultural factors.
