Research Question 
The government supported programs in Australia are designed in a manner that it encourages improved management of land and water systems. Moreover, the evidence of agricultural land in Australia is also a mixed one which favours agriculture immensely. Evidence of the cases that can be assessed and related to agricultural program is also such that environmental management system can be adopted and its outcome can be improved with every such practice. Thus the research question sums up to the idea as to what makes the EMS agriculture possible in the country (Cary & Roberts, 2011). 
Right from the presence of natural resource management programs in Australia to its increased and available government grants, landholders in Australia have led to development and improvement of land fertilisation. The occurrence of environmental management system took place between the year 1996 and 2007 when the Australian Government invested $AUD 1.0 billion in the National Action Plan. This also involved presence of salinity and water quality along with state and territory governments as it matched funding with cash as well as in kind contributions. EMS has been the most effective ways of achieving the desired goals as set by eco-innovation, competitiveness and even presence of corporate reputation (Cary & Roberts, 2011). It is even said that innovative and competitive resources must be used for stimulating competitive responses by firms along with presence of environmental certification, etc. Proactive environmental strategies are also widely used in way that implementation of voluntary environmental strategies also tend to go beyond performance levels as it is well required by the environmental law too. It may happen that the same institutional pressures also leads to development of companies that can cater to environmental strategies and even valorise these strategies for development of internal features of the organization. There is an improved way to coordinate with organizational structure and even ponder upon the management style that can bring favours to the agricultural system present in Australia. 
Discussion and Reflection
An Environmental Management System (EMS) is defined as a process which is designed to manage the environmental impacts of a business such that it ameliorate environmental risk and even associates production, business and marketing activity. Environmental obligations along with presence of significant threats is what focuses on managing daily operations and long term planning along with quality management. With the presence of market oriented approach in reality, the government policy of EMS is also such that it helps in certifying and creating friendly agricultural production. Government policies in Australia has always sought to improve the efficient production level and is one that works towards eco-labelling and certifying help for improved production efficiency.  The environmental management system is more of an interdisciplinary and holistic subject which focuses on encouraging and supporting enforcement with improvement in efficiency, etc. be it facilitating, reusing or even recycling of different environmental norms and occurrence of financial as well as organizational benefits (Daddi, Testa & Frey, 2016). The EMS standard worldwide is also known as ISO 14000 series.
