Community Policing: An Effective Policing Policy
For effectively ensuring law and order in a particular area law enforcement officers can
em
ace different policies like use of sheer force, pursuits, zero tolerance etc. But in my opinion
it is the policy of community policing which has helped the law enforcement officers to a great
extent to restore peace and order in the respective areas that fall under their respective
jurisdictions. Community policing can be defined as a philosophy “that promotes organizational
strategies, which support the systematic use of partnerships and problem-solving techniques, to
proactively address the immediate conditions that give rise to public safety issues such as crime,
social disorder, and fear of crime” (“Community Policing Defined”, n.d.). Averting from the
excessive use of force or undue tortures police officers are now inclining towards em
acing the
policy of community policing and this is because it is through the implementation of this policy
that they are becoming much more able to set up partnerships with individuals, communities, and
organizations they serve to develop solutions to prevailing problems and to increase the faith and
trust of common public in police policies and police officers (“Community Policing Defined”,
n.d.).
The history of community policing can be traced back in the 1960s when across the
United States a revolution was going on and the populace was demanding improved police-
community relations, increased education for officers (so that they could know the population
they were serving in a more expansive manner), diversity in the ranks of police officers, and
controls on different types of discriminations that were followed by the law enforcement officers
(“MODEL ACADEMIC CURRICULUM: MODULE 2: Community Policing”, n.d.). And it was
due to the pressure from the end of the common public that the Congress was forced to fund

esearch works to see how the police-community relationships could be strengthened and how
could the law enforcement officers could be able to reduce the growing rate of crimes in the
United States. Due to immense public pressure the Congress allocated funding for research the
outcome of which was the production of the Kansas City Preventive Patrol Study and Rand
Investigation Experiment and these studies revealed that police rarely respond to crimes in
progress and that police were limited in their ability to reduce the rate of crimes (“MODEL
ACADEMIC CURRICULUM: MODULE 2: Community Policing”, n.d.). And these findings
ultimately paved the way for an increase in the interest in how to involve citizens effectively in
police procedures to minimize the rate of crimes and these studies also motivated law
enforcement agencies, particularly the police departments, to find out methods for preventing
crime in a collaborative manner partnering with community members and such methods,
including foot patrolling, eventually gave rise to the policy of community policing (“MODEL
