Introduction
The USA PATRIOT Act which is commonly refe
ed to as Patriot Act is a piece of legislation of 342 pages containing more than 150 sections (Ball, 2004). The full name of USA PATRIOT is Uniting and strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Te
orism. The act mainly deals with fighting against te
orism as well as giving the executive
anch of the government more tools to enable it fight te
orism activities that are suspected in the country.
Following the US September 2001 te
orist attack, the US leaders tried to find ways to address te
orism with a new perspective. The president of the United States by then, George Bush together with the Attorney General availed themselves in a congress with the proposed legislation on September 17th in the same year (Ball, 2004). The proposed legislation focused on gathering intelligence, criminal justice, money laundering and immigration. The administration was finding ways to come up with new powers to conduct thorough searches for people who were suspected to be te
orists (Ball, 2004). Moreover, the administration also sought for powers for the department of justice to put wiretaps on the computers and phones anyone suspected to be associated with te
orism. This proposal by the administration became the milestone for the USA PATRIOT act which was presented to the Representative House on October 2nd the same year.
The PATRIOT Act sets out the purpose of dete
ing and punishing te
orists activities in the US and all over the world for the benefit of enhancing law enforcement investigatory tools. The act is divided into ten parts which are refe
ed to as titles (Ball, 2004). These titles are enhancing domestic security against te
orism, surveillance procedures, anti-money laundering to prevent te
orism, border security, removing obstacles to investigate te
orism, victims and victims of te
orism provision, increased information sharing for critical information infrastructure protection, te
orism criminal and lastly, miscellaneous provisions.
