Introduction
In the recent times, the output of the care homes in the United Kingdom has increased significantly. With the increasing demand for care homes, there is a need for expansion of care homes. However, shortage of resource force the managers of care homes to use the resource in the best possible manner. The managers can a
ange the resource from external source. They can also free up the resources for the purpose of expansion. Numerous resources are left idle in the organisation. The use of such idle resources in the best possible manner can be helpful for the organisation in meeting the expansion requirements of the organisations.

Concept of Resource Planning
According to the perspective of Stoddart and Evans (2017), resource is something that helps an organisation to survive and grow in the market. In this world, the wants are unlimited whereas the resources are limited. Therefore, one needs to use the scarce resource too optimally to avoid any wastage of the resource. To ensure judicious use of resources, one needs to plan the allocation of the resources and ensure that the requirements of the situation are met. There can be various use of a resource in various situation. As per the views of Osborn et al. (2016), the resource planning should prioritise the goals and ensure that ample resource are allocated across various departments/function for achievement of such goals.
Environment in which Health and Social Care Operates
Health and social care is of prime importance in the United Kingdom. Due importance is given to such organisation that provide the service. According to the perspective of Adler et al. (2016), health and social care are established for the purpose of development of the society rather than profit generation. Health and social care may cater their service to elderly people, person with special disability, childcare or all of them. Some of these health and social care centres are owned and funded by the government. While few are funded through donations and support from government. With the growth of the concept of corporate social responsibility, corporates have to contribute to part of their profits for the development of the society.
The development of the CSR concept has helped the health and social care establishment in collecting funds for supporting the members. In addition to that, there has been a shift in the mind-set of entrepreneurs. As per the opinion of Bret et al. (2014), entities contributing towards the welfare of the society are prefe
ed by customers. Therefore, the contribution of the corporates towards the society increasing at a rapid pace. This culture has helped the care homes in gathering funds for the development of the organisations. The care homes should not depend only on external funding for the purpose of expansion. The internal resource should be used optimally to ensure that the dependence on the external funding can be reduced. According to the views of Normand (2015), the managers of care homes have to provide details of utilisation of donations. If the donations from external parties are not used effectively the corporates can stop the donation. Therefore, the managers should use the resources in the best manner possible. No resource should be left idle.     
Importance of Effective Resource Management
Effective resource management is of utmost importance in the modern world. As per the views of McGuire (2017), the resource are limited but the options to use the resource are unlimited. Therefore, effective resource management helps in optimum allocation of resources to ensure its judicious use. Effective resource management helps in reducing the wastage of resource, which helps in reducing the cost of operations. It helps in improving the quality of output by the organisations.
Requirement for Delivering the Best Service User Outcome
Panning is the primary step of resource utilisation. The manager should identify the resource of the firm and the area in which such resources are being utilised presently. The resource of the XYZ health care are building, machineries, transportation vehicles and human resource. The building of the organisation is being partly used for providing the service. The other part is vacant and unused. The manager should use the vacant space to ensure the optimum utilisation of the building. The building can be used for expansion of the care homes. It can also be let on rent to earn a decent revenue, which can be further utilised for expansion of the care homes. According to the viewpoints of Charlesworth and Johnson (2018), expansion of care home requires space therefore, the vacant space can be utilised for expansion purpose. The manager should compare the rent that can be received versus the rent to be paid for hiring an extra space for expansion. If there is a benefit in renting the vacant space then the same should be done by the manager. On the other hand, if renting the space for expansion proves to be costly then the manager should use the vacant are for expansion of care home.
Effective Resource Management and Budgeting
The obsolete furniture should be sold so that some space can be generated. Old furniture block significant space and requires maintenance on a regular basis. Selling such items will enable the firm to generate small amount of revenue for expansion. In addition to that, it will free up some space to accommodate larger number of people.
