On 11 January 2011, modelling by Brisbane City Council and Bureau of Meteorology indicated more than 40,000 homes and businesses across Brisbane would be affected by flooding. Council needed to urgently communicate with Brisbane residents and businesses in the impact area, as well as the broader community. The rapidly changing situation, failure of some communication channels, power outages, isolation of some communities, and the reliance on new technology impacted the way Council communicated with external and internal stakeholders. Council’s Marketing and Communication branch (M&C) devised and implemented a campaign to communicate vital flood information to the people of Brisbane. 1. Introduction
An efficient communication process enables proper exchange of ideas, resources among the key stakeholders. Its importance is realized more in the situation of crisis. Brisbane city faced one of the most devastating floods situation in 2011. In such situation, it was important to disseminate all the critical information to all the stakeholders to save lives and limit the effect of disaster. This report discusses the important channels and ba
iers of communications and how the social media and new technology is improving the communication process and some of the possible improvements in the communication process is also analyzed and discussed.
2. The Communication Process
The communication process consists of series of stages: Firstly, sender encodes the message and then selects a channel to send the message which is then received by receivers, who decode the message and provides feedback to the sender. In the Brisbane floods disaster, Council encoded the message in simple language to warn and make people cautious about the situation, then the message was channeled through different mediums including social media platform. In this process, it was difficult to acknowledge feedback about the communication, as the stakeholders were in difficult situation, still it could be measured in indirect manner through social media likes, shares and people movement to safe location after listening to the message (Barnlund 2017).
