Introduction
A leader is one who knows the way, goes the way, and shows the way. Leadership is all about the vision and the responsibility, not the power. A leader should become great not because of their power but because of their ability to empower others. The First World countries are those countries who are enjoying the basic rights such as: right to vote, right to private property, right of speech, right to have security, right to have a say in their government and many more. According to the civil liberties these rights were hard fought for the future betterment. This paper will highlight how rule by a strong leader may or may not serve the common good of a state and will lead to instability. 
Role of a True Leader
As quoted by M.D Arnold “A good leader leads a people from above them. A great leader leads the people from within them.” A leader should possess certain basic qualities to serve the common good of a state which will lead to a stable government. As stated by Harris and Brad A leader is a man of representative opinion possessing integrity, character as well as a clear foresight. The role of every leader in public administration is significant. The most important function of a leader in this regard is planning or preparation of any action. The leader is responsible for supervision and should control the entire set-up for which the leader should play the important function of Co-ordination. A true leader has the potentiality to balance the strength as well as the weakness of personality. Experiences produces successful leaders and their talent for ideas and power to express them lucidly through their speeches create then the true leader. According to John Locke the great liberal philosopher who believes in individual right and a true leader should always allow the citizen to exercise freedom such as freedom of speech, freedom of association and freedom of dissent in order to build a stable society and to protect the civil liberties.
