fictitious scenario Scenario:
You are the Assistant Chief of a City Police Department in this scenario. The Chief learns that a famous dignitary from Rome will be visiting you City to preside over a religious service at an outdoor football stadium at your local community college. The chief learns that although he is a high profile international celebrity, the dignitary has no right to the protection of our State Department, Secret Service, or any other Federal agency. This political issues filters down to the city Mayor and City Council and they demand that your department handle the matter. Moreover, no allocation of funds will be made available.
Your Chief assigns you, the Assistant Chief, to act as facilitator with other leaders. These include your public relations officer, the community college campus police chief, the mayor, and your reserve officer chaplain to determine a course of action, protecting this dignitary from Rome, from the airport to the stadium and back.
