and public policy, first we have to determine that what is political ideology and what is public
policy. Political ideology as per the definition of Dr. Roger C. Lowery (“Political Ideology and
Public Policy Formation”, n.d.) is “a coherent & consistent set of beliefs about what ends or
goals government should pursue.” Public policy, on the other hand, can be defined as “a
purposive and consistent course of action produced as a response to a perceived problem of a
