To find the proper reasons regarding lack of solar panel installations, I would go for qualitative and quantitative research methods. 
Quantitative research:
Conducting surveys may provide us with deep insights into the reasons why people not buying solar panels. The survey will cover those households who haven’t installed the panels.The survey will cover all topics regarding home owner’s opinion on renewable energy their perception on solar panels and also their hesitation for not opting.

Qualitative research:
Conducting surveys on specific groups can help us to understand the problems and opinions of household owners towards solar panels. The survey and discussions need to be conducted hand in hand simultaneously creating awareness to people regarding government policies and ta benefits also getting to know their opinions.
