Background
     The COVID-19 pandemic crisis has had an extraordinary impact on the Hospitality and Tourism industry. The crisis has impacted hotel industry of the Middle East including Saudi Arabia and affecting major touristic cities such as Al Khobar, Jeddah, Riyadh, and Makkah. Due to COVID-19 restrictions and global lockdowns, tourism especially religious tourism significantly dropped which led major drop in hotel accommodations, lodging and other activities related to hotel industry such as food & drinks. Drop in the revenues have posed huge financial constraints on the hotel industry of the Kingdom of Saudi Arabia (KSA). 
     In 2020, the accommodation/ occupancy rate in Riyadh hotels reduced to just 49% as compared to 60% occupancy rate in 2019. While, in Jeddah, the hotel occupancy rate decreased to 37% as compared to 58% occupancy rate in 2019. In 2020 for Makkah,
