1. Identify and describe three different types of healthcare care financing systems in other developed countries. Be sure to address the following and provide details or examples of each:

· What services are covered/excluded

2. Identify one developing country and describe its healthcare system, including the elements listed above.

3. Consider the US. We spend the most money on healthcare and come in dead last on all health quality indicators.

· What country could we learn the most from (if no single place, identify a collection of elements from each that would be most applicable to the US in improving our system)?

Looking at the reform currently occurring in the US, many people have strong opinions about the ACA and the Health Insurance Marketplace. Ironically though, only 8 million people (less than 3% of the American people) have used it. As public health professionals, it is essential you have first-hand experience with the ACA exchanges. Discuss the plans and pricing available to individuals earning your own income and those earning minimum wage (you do not have to reveal your, or any specific income – if need be, enter something fictitious). It is helpful if you add something descriptive such as, “the lowest premium available on the Marketplace for a mid-level government worker would be…”

· If it is during annual enrolment (November 15–February 15), you will most likely be asked to enter your zip code and possibly income before being able to see options to either complete a Marketplace application or see “plans & pricing.”Do not complete an application.

6. Thinking about the minimum wage earner you found a plan for, even with insurance, do you think healthcare is now affordable for him/her? With the expenses related to the copays/deductibles, do you believe he/she could go to the doctor regularly with a chronic illness (diabetes, congestive heart failure, COPD? What about food poisoning? Appendicitis? The flu?

7. With that in mind, is the ACA accomplishing its goal of bringing healthcare to the uninsured?

Different Types of Healthcare Financing Systems
A healthcare system can be termed as “good” if it ensures the availability of economical healthcare facilities to all. To understand the characteristics which make a healthcare system perfect, we analyze the three different healthcare systems like - Canada, Great Britain, and Japan and we also analyze the healthcare system Mexico which is a developing economy.
Canada
Canada provides universal healthcare coverage wherein it provides coverage to all its systems. The federal government follows the National Health Insurance System and controls the cost of healthcare facilities. The 70% of medical expenses are borne by the federal government through taxes. The private insurers finance 12% of them, patients finance 15% and 3% are being financed from other sources (Teitelbaum & Wilensky, 2013). 
The healthcare in Canada is universal, but accessibility is low due to longer wait time. The government is taking continuous initiatives to provide high-quality healthcare, but the administrative efficiency and service quality remain an issue (Ridic, Gleason, & Ridic, 2012). Private insurance of covered services is illegal and hence available for uncovered services like dental services and prescribed medicines.
Great Britain
The Healthcare system in Great Britain is universal in nature as National Health Service (NHS) ensures full coverage by using social security measures. The medical expenses financed by NHA are 81.5%, national insurers are 12.2%, patients are 2.1, and 1.2% are being financed by others (Schabloski, 2008). The healthcare is universal is available, accessible and affordable for all citizens. Local bodies and social service agencies monitor the quality of healthcare services. Private insurance is usually availed by economically wealthy class and constitute only 10% of the population (Teitelbaum & Wilensky, 2013). In this socialized system both employers and employees contribute for insurance through mandatory contributions.
Japan
The healthcare in Japan is jointly financed wherein, patient contributed 30%, 20% or 10 % depending on the income & family size, and the government contributes remaining part of expenses (Teitelbaum & Wilensky, 2013). The law makes it mandatory to have health insurance coverage. All hospitals are run on a non-profit basis and are strictly regulated by the government so as to keep the healthcare affordable. Medical expenses are being waived for low-income households and homeless people. The quality of healthcare in Japan is high, and it is being regulated by local bodies. The health insurance is mandatory in Japan, and health policies are offered by multiple private insurers.
