efficiently satisfy the needs its customers: residents, other road users, the general public and
the RTA.
1.2 Council’s Quality Management Objectives
Council is committed to delivering Services which meet the requirements of the RTA and the
community.
We contribute to this by planning, organising, resourcing, directing, monitoring and
measuring the processes and products relative to ouncil’s policies, objectives and the
equirements of the RTA as expressed in the RMCC.
We record and report the results and use this as a basis for continual improvement.
1.3 Purposes of Council’s Quality Management Plan
he purposes of ouncil’s Quality Management Plan (“QMP”) are to
• Define ouncil’s management of Quality processes when delivering the M
Services,
• Provide guidance to ouncil staff on ouncil’s obligations under the M C,
• Assure the RTA that Council is fulfilling its obligations regarding the RMCC,
• Define the responsibilities of the Quality Management Representative under the
RMCC (the responsibilities and authorities of other positions are set down in the
Contract Management Plan and other functional plans) and
• Set down the frequency and responsibilities for management review of this Plan,

customers,
• Assessing what can go wrong and the consequences to the quality of the end-result,
• Deciding the “right” way to do each process to minimise the risk of mistakes or waste,
• Choosing key points to check that each process is effective, defining what to check and
how to check then reporting and
• Reviewing the reports and, where appropriate, improving the processes.
2. Product Realisation
This dealt with in detail in the Contract Management Plan. In summary:

• Developing an Asset Inspection System – which ensures each road is regularly and
systematically inspected to identify defects and subsequently to confirm that repairs
have been done,

ying out inspections in accordance with the Asset nspection ystem (see ouncil’s
Contract Management Plan Appendix E) to identify any defects which have reached
the Intervention Requirements nominated in RTA specifications.
2.2 Production and service provision
Council will implement a Defect Management process which encompasses:
• Defect Identification,
• Repair of those defects according to their urgency and
• Recording and reporting.

The quality management plan refers to a proper system of documenting process, procedure outlining and responsibility allocation for a particular project. The quality management plan helps in proper coordination between involved partners during a project. Quality management helps in better controlling of the processes, reducing defects, avoiding mistakes, proper training at the right time etc. Nowadays almost every major project starts with an official QMP.

Scopes
This document is about the quality management process that will be followed by the construction council named Maribyrnong Council for pavement construction. This plan adheres to the RTA’s Contract Management Framework. It should be used in conjunction with other Contract Management Plans to create a proper project framework.
Objectives
Maribyrnong Council gives an assurance of the quality to its partners, this project will not be an exception to that. This report will discuss proper planning, product realizations, objectives, the RTA requirements, etc. in

Purposes
The purposes of this Quality Management Plan are as follows.
· Provide guidance to the council stuffs on obligations by RMCC.
· Assurance of quality work as per pre-determined guidelines.
· Defining quality management requirements as per RMCC.
· Determining the to-do list in order to achieve a desirable end result.
Product Realization
Identification of Requirements
According to the RMCC, the requirements of a pavement construction project are determined by the following factors.
· Joint inspection and planning assessments for the parties involved to avoid any miscommunications during the process.
· Planning a proper inspection guideline to keep track of the progress and identifying the scopes of improvements (Begari, 2017).
· Ca
ying out inspections as per the inspection guideline plans to match with the RTA specifications.

Product and Service provision
During the project, the following provisions should be prioritized to avoid complications in the end.
· Identification of defects properly.
· Repair work of the defects on an urgent basis.
· Recording the process and reporting the progress.
Design
All the designs and blueprints of the maintenance work of the pavement construction will be prepared by the Maribyrnong Council which should comply with the RMCC’s guidelines.
Measuring and Test Equipment
Various kinds of equipment are used in this kind of pavement construction job for inspection, measurements, testing, etc. All the required tools need to be a
anged by the organization and it needs to be made sure that everything is cali
ated and is in good condition (Fu et al, 2017). Proper usage of the right equipment ensures reliable performances and results.

The project supervisor of Maribyrnong Council will be responsible for selecting the right measurement tools as per the requirements. While using the tool to take the measurements the team needs to be careful about the accuracy. Proper cali
ation should be done if needed.
If any item is dropped or displaced accidentally and if its cali
ation doesn’t feel right that tool needs to be marked as ‘NOT TO BE USED’ immediately. The same is applicable for any damaged equipment (Hu et al, 2021). The project supervisor will determine if the measurement data is enough or there is a need for re-assessment.
Induction and Training
The training supervisor of Maribyrnong Council will be required to prepare a project-specific induction and training plan. It needs to be conveyed that the project team must comply to the RTA's intervention levels, inspection procedures, safety, traffic control, environmental protection, and incident management standards during the training.
The training supervisor will need to ensure that all personnel engaged at the site have undergone an appropriate induction program which guarantees that everyone working on the project is on the same page.
