Introduction
A project fails when it is not able to deliver what was required within the agreed budget and time. The judgment and the satisfaction with the outcome by the stakeholders decides the success and failure of the project. Here, we discuss about the metro line that failed to be in the staged service as no confirmation was received from the engineering consultant confirming the system to be suitable for revenue service. The analysis will cover the facts that contributed to project failure and how the issue is related to the project management. It will also cover.
The project failure contributory factors are time/schedule, human resources and communications. Lessons Learned
· To ensure that the project results are completed as required, the roles and responsibilities of project management are to clearly stated.
· The opening and completion dates needs to be established on a practical basis and should be revised in a timely manner after taking into consideration various factors like available sources.
· A formal written report to the senior management which describes the status of the project and identify the prime issues that could influence the accordance of the project quality and specification.
· The council should be informed on a prompt basis of any event or issue that has chances of false attention in the public and feedback from the client so that they should be prepared to respond.
· The contract management practices should be reviewed to make sure that the city receives the best values and the interest are also well protected.
Case Analysis Cause and Effect
A1.Factors that contributed to project failure -
· Time/ Schedule- The CBTC contractor and the civil construction contractor both did not meet the originally schedule opening date of April 2014.
· Human Resource- The roles and duties of the Metro Line project was not explained clearly hence it was not understood by the entire project team which resulted to unsuccessful leadership.
· Communications- The delay in CBTC project was known in the early stages but both the senior management and the Council did not receive reports about the expected delay till the time it was too late to recover the missing deadline or the delay in schedule.
