On 6 June 2002, After OHS implementation President Bush announced his planning for the creation of DHS (Department of Homeland Security). 
That has imposed in working from the July period in 2002. In comparison of OHS, DHS is a permanent forum which has fixed budget and specific mission. 
Eleven days after the September 11, 2001 terrorist attacks, the White House appointed Pennsylvania Governor Tom Ridge as the first director of the Office of Homeland Security. The office was designed to oversee and coordinate a comprehensive national strategy to safeguard the country against terrorism and respond to any future attacks.
