for human habitation, industry and agriculture. Due to such space limitations all the Japanese
cities are characterized by dense settlement patterns i.e. living space is highly restricted
.According to Americans Japanese cities should expand to nea
y rural areas. However, such
expansion is only possible at the expense of farmland because most upland is too steep for
esidential purposes. Conversion of farmland into neighbourhood is also not possible because
farms are too small. Moreover farmers are politically very powerful and the croplands are
protected by the tax code. Japanese also believes that their country should remain self
sufficient in rice despite the fact that Japanese relies on import for half of the food need and
energy that is required to grow rice.
