With a five times higher infection rate within prisons when compared with the general population and similarly high rates with Hepatitis C, many suggest allowing for controlled experimentation on inmates to test drugs to combat these two infections. Do you agree with Dr. Albert M. Kligman that prisoners should be again involved in medical trials?
Develop a position paper addressing both sides of the issue. Provide a historical overview of the significant benefits and detriments involving medical testing of prisoners. Include examples to support your position.

This is a major concern and issue across the prisons across the world and the level of treatment the inmates receives for the critical diseases like HIV and Hepatitis C. it is often said that basic health care is a thing to ask for in a prison by the inmates. That is the reason it is seen that the prisoners are generally ignored and not treated upon for highly contagious diseases and not even included in medical trials of vaccines or medicine development. If that was the case than in many instances the mortality rates among the prison inmates could have been reduced drastically. If we take up any statistical data it is seen that close to fifty percent prisoners die due to diseases like HIV, hepatitis tuberculosis etc. There are many who actually comes into the prisons with these contagious diseases from outside. They should be treated with basis medical facilities so as to treat them cure them and keep other inmates safe from infections also. It is also seen that the medical equipment’s and testing facilities are below par in the prisons across the world due to minimal budget allocations and also due to ignorance from the government and healthcare agencies involved. In many prisons even a basic level doctor or an equivalent is not available or posted. That is the reason there is spread of infections across the prisoners and also deaths due to these critical diseases.

Frankly, in many prisons the situation is deplorable. There is a lack of necessary equipment and medicines, lack of qualified personnel. Even a simple visit to the dentist becomes an immense problem. Therefore, in a nutshell it can be said that the quality of healthcare services provided to prison inmates and criminals should be improved and uplifted from the cu
