The Department of Homeland Security (“DHS”) represents United States federal executive unit that has responsibility focused on public security, and the same is to a

orism, immigration and customs, disaster prevention & management, and cyber security. DHS started its operations during the year 2003 and this makes DHS to be youngest of cabinet department in United States. This department can be noted to be established from Homeland Security Act which had been enacted the earlier year as a response for 9 / 11 attacks. At present equipped with over ~240,000 employees, DHS represents third of the largest Cabinet department (Lewis, 2019; Lowe, 2016; Lansford & Pauly, 2016; Sylves, 2019). The security policy for Homeland has been coordinated from Homeland Security Council in White House. Other various agencies having significant levels of responsibilities with respect to homeland security entail Departments for Health & Human Services, Justice and Energy (Lewis, 2019; Lowe, 2016; Lansford & Pauly, 2016; Sylves, 2019).
DHS need to account to the full extent for aligning resources against, as well as act over prioritized set of risks with respect to the enterprise of homeland security. This report makes an argument in that DHS is required to enhance the overall organizational structure for the purposes of establishing common method for purposes of assessing as well as prioritize risks that shall span across the various mission areas of DHS, that shall incorporate all of the stakeholders concerning DHS within this process. The same shall need three key reforms. Firstly, DHS shall be required in regionalized in an effective manner by way of networking amongst the stakeholders internally as well as in-between the operational regions of DHS. Secondly, DHS needs to establish trans-regional / multi-functional / priority risk focused (“TMP”) authorities for Secretary of DHS and therein empowering DHS Secretary for allocating / re-allocating selective assets, resources and personnel, at a national level, over the that basis that is fixed-term, for aligning in an effective manner to the authorities of DHS as well as resources that are internal as well as in-between operational regions for supporting networks of risk mitigation that is of best quality and shall be established under a new structure with network-federalist form of security strategy. In this context, legislation shall be likely for being required in empowering DHS Secretary, as well as that of Deputy’s Management Action Group (“DMAG”) with an authority for resolving differences as well as establishing priorities to various missions which shall cut across DHS regions, missions and components. The stated course in action shall place DHS Secretary and in extension DMAG, at more direct and joint form of leadership role with respect to ongoing operations at DHS. The authority of this nature shall aid in accelerating decision-making as well as response times at DHS, truncating or else precluding prolonged headquarters of DHS as against components which conflicts at Washington, in addition to conflicts in-between component level headquarters as well as the respective regional offices.
