According to Jefferson in his book ‘Declaration of Independence’, in between 1790 to 1793, America was slowly forming their colonies and was no longer under the impact of the British rule. In 1800, Jefferson ran for the presidential election and won against John Adams. With Jefferson taking over the presidency there was a shift in the ideals of Americans. However, evidence shows that the actions and decision were during this period of time were more reacting against the foreign nations. Jefferson followed democratic-republican ideals and focused on the reduction of the national debt. 
To control the debt, he reduced the excise taxes as well as expenditure of the government on the navy that eventually reduced the government debt from $83 million to $53 million.  Nevertheless, with the de-growth of the navy resulted in the intensification of piracy in the region of the Barbary Coast.
