In this essay there is a discussion about the Washington Gridlock, which is creating a drastic 
situation in US. The concerns related to the Fiscal Cliff, Arms control and Health Care are co
vered. The policies and the government steps and initiatives are all covered in this object. Sec
ondary data is used to form an opinion to have a conclusion regarding this topic. After the res
earch, the conclusions are justified with the proper examples. 
This analysis is done to examine the perception and to determine the demographic and psych
ographic variables and to judge the satisfaction level of public. Conclusion is based upon the 
ruling parties and the other legislative parties’ mutual agreement and co operation. If they can
 show their togetherness and bonding, policies could be implemented easily and effectively. 
The presidential government acts more swiftly, decision are taken quickly and enforced urgen
tly. This helps in war times. There is no wastage of time, energy and money. There is no conf
usion in policy. There are no controversial interests to be reconciled to reach a decision. But, 
it is more or less one man show and instances are not lacking where USA suffers because of a
 weak President who may not take quick decisions or over strong President who rash decision
s. 
Government is an agency of the state. It is an arrangement of distribution of offices and respo
nsibilities amongst different persons or groups of persons who make up the machinery which 
gives life to the abstract concept of state. It is the soul of the state and its sovereign authority 
which is an essential attribute of the state rests on the shoulders of the government. 
A sound state is one which is stable and strong. It is only a strong state which, even in these d
ays of democracy is in a better position to claim and exert its authority over the citizens comp
ared to a state which is weak. The government of a state is that seat or agency on which is bes
towed power, an element of coercion (an essential attribute of state) and an element of superi
ority of state over society and association. 
In the United States of America it is the president who wields all real authority over others an
d issues all orders. He is not responsible to the legislature nor answerable to it for his acts of o
mission and commission; but he can certainly send messages to the legislature expressing his 
thought on the policy he proposes to undertake on a particular subject.
