Aim:
This assignment seeks to help you understand some of the basic concepts of systems and systems
engineering that we have considered so far, either through your readings or in class. As you attempt
the assignment, consider the systemic aspects that are being looked for in the questions. Use appropriate
headings as you respond to the parts of the assignment below.
Requirements:
Consider a public hospital as a system. It exists to serve the population of a city. It is owned and
operated by the government, and has many suppliers that supply its various needs. Depending upon a
person’s circumstances, the hospital provides its services either free of charge, or at nominal charges.
Its services include ambulance services, diagnostic and surgical services, outpatient services,
emergency services and all the ancillary administrative services.
1. Identify the key stakeholders of the system.
2. Identify what the system is for from the perspective of each of the stakeholders. Write these as
a set of requirements from each perspective. (use a table to answer parts 1 and 2 – no more
than 1 page)
3. Draw a context diagram for the hospital, indicating all the key interfaces and the system
oundary. (1-page maximum for the diagram.)
4. Identify at least 3 subsystems of this system, and construct a high level system hierarchy
diagram. (Half a page maximum)
5. Consider ONE of the subsystems that you have identified above and indicate the contributions
that it needs to make to the hospital system. (One table, 1 page maximum)
6. What is the required emergence of this subsystem so that it may make any ONE of these
contributions? You may indicate this as the “input-transformation-output” of the system. (No
more than 80 words).
The hospital system is privatized and is now owned by a private company that operates for profit.
7. Re-do your stakeholder analysis, and identify any conflicting stakeholder interests.
8. Construct a trade study value system that may be used to address these conflicting requirements.
(1-page maximum)
9. Identify any additional constraints that the new stakeholders may impose on the operations of
your system or subsystems. (1 table, Half a page).
10. Reflect on the above and identify the key systemic issues that you addressed. (Half a page,
ullet points).

INTRODUCTION
The present report focuses on considering public hospital as system that focuses on imparting different services as nominal cost, or either free of charge (Wei and Thurusamy, 2018). The services mainly comprise of ambulance services, emergency services as well as diagnostic services to different services users. It mainly focuses on determining key stakeholders of the system and their interest within the public system.
MAIN BODY
1. Key stakeholders of the system
Through considering the public hospital as a system it has been identified that there are different stakeholders of the system that directly and indirectly impact the activities of healthcare system. Stakeholders are those entities or parties that have interest in the activities and it is affected by the system.

Healthcare providers are the key internal stakeholder of the system that mainly focuses on managing internal activities and its environment. Along with this, key purpose of healthcare provider is to deliver quality and standard care services to different patients. On the other hand, key external stakeholder of the system is patients that adopt the healthcare services provided by the staffs and practitioners. Along with this, government is also an effective stakeholder of the public hospital that provides input to the setting in terms of formulating legislations and regulations.

    Set of requirement of healthcare provider include recognition of their services in the system and acquiring proper charges of their services.

    The key requirement of government is to ensure proper healthcare delivery in the country.

    From the viewpoint of NGO, system is defined as key organisation that imparts services for the development and growth of society by providing public health.
    The set of requirement of NGO is to promote education among the community for maintaining health.
    Suppliers
    According to supplier, public hospital is defined as the setting where they can provide medical drugs, equipment and tools along with medical machine for improving the health of patient.
    The key requirement of supplier is to provide different pharmaceuticals and medical drugs to hospital at minimum cost.
