Crime happens in various parts of the world. It may be in the form of theft, burglary or criminal murder. Many crimes happen but it’s the minor crimes which seldom bite the people directly. Also, these crimes remain unobserved by many. Crimes are generally considered as an offense due to which the accused can be prosecuted and punished under the state law (Messerschmidt & Beirne, 2011). Thus, in this assignment I will try to focus on Grand Larceny which is a type of crime where something valuable is stolen. Grand Larceny happens only when someone steals a new car but not when your brother steals or takes your favourite fountain pen. But, it is related to stealing of personal property in which the value is above the legally specified value. 
In this discussion I will also try to analyse the measure of crime rate index. Crime rate index is evaluated by totalling the number of reported crimes and then dividing them by the total population. Then the entire figure is multiplied with 100000. This crime rate index can be used to compare the rate of crimes which happens in various cities, states and in various countries globally. Crime rate index assist to define the crime and helps the society to protect people involved in the crimes. Unfortunately, all criminals involved with Grand Larceny crimes cannot be caught as the size of the population is vast compared to the law enforcement workers. Even in many cases the criminals are caught, the conspiracy and bureaucracy by the government can possibly make the accused released from the prison. Even in some cases where the cases are small, it is ignored for gaining information of the dangerous people and events. 
Los Angeles and New York City are the two biggest cities of United States and each of them measures the crime rates and indexing information in their own ways. Both have quite similar pattern of measuring the crime rates but the only difference in these two cities of measuring their crime rates is that the city of Los Angeles refers personal crimes as Larceny while in New York it is referred to as Grand Larceny.
