Linfield Village Green Traffic Impact Assessment: Peer Review (50 marks) The independent planning assessment body, “Development NSW”, is undertaking a review of the traffic impact assessment submitted by Cardno (Engineering Consultancy) who were commissioned by DEM to advice on the traffic and transport implications of the Linfield Village Green development project. The purpose of the review is to assess the methodology, results and recommendations provided in the study conducted by Cardno. You, as an independent Traffic Consultant, have been commissioned by Development NSW to complete a peer review of the attached report (available on Moodle), “Linfield Village Green Traffic Impact Assessment”. Task Review the Cardno report “Linfield Village Green Traffic Impact Assessment” and prepare a “Peer Review Report” assessing the study. The report should provide answers to the following queries; ? Provide a brief description of the study conducted by Cardno highlighting the need for the study. (5 marks) ? Review the existing traffic conditions as described in the report. (15 marks) o Assess the adequacy of the assessment and discuss any short comings in data collection, data analysis and conclusions. ? Review the traffic impact assessment and parking assessment as described in the report. The study conducted by Cardno was to advise the traffic and transport implications, to
undertake a traffic impact assessment for the proposed redevelopment of the Council owned
car park and to undertake a car parking study in order to assess the adequacy of the public car
parking as a result of the prefe
ed Lindfield Village Green concept. In the study, Cardno has
ca
ied has refe
ed a number of background documents which helped it to find out the
impacts of the redevelopment on on-street car parking, servicing and delivery to existing
properties and to build a road network model to minimize traffic in the su
ounding area. To do
this Cardno conducted car parking study as well.

The LVG is conveniently located to take advantage of the connectivity of existing public
transport services and encourage the greater use of sustainable modes of transport, therefore
educing reliance on private vehicles. The subject site is located near to a diverse range of
premises including offices, shops, supermarkets, restaurants/ café , educational establishments
and so many others. The adjacent road network is connected to Lindfield Avenue, Havilah Road,
Havilah Lane, Milray Street, Kochia Lane, Tyron Road, Tyron Lane, Russel Avenue, and
intersections. There are cu
ently cycling infrastructure and pedestrian infrastructures in the
vicinity of the Lindfield local centre.

Generally, traffic impacts of developments are assessed having considered for the road network
operation with and without development. Here, the Lindfield local center is expected to
undergo a number of changes to the su
ounding land use as well as the road network
configuration. the PeopleTrans network model assumed that Havilah Lane was to be converted
to a two-way road, and also Chapman Lane was connected to Council’s car park as well as
Havilah Lane which are no longer the case From the PeopleTrans model, it has been identified
that four intersections by the redistribution of the vehicle turning flows and are included as a
part of this assessment. The post-development traffic impact on su
