Since the 1960s, policymakers and academics have recognized that poverty and prejudice pose significant obstacles to opportunity in the United States. Though tolerance and equality in the United States have steadily improved, the wages of Native Americans, African Americans, and Latinos are disproportionately lower than those of other ethnic and racial groups. Furthermore, compared to their white counterparts, these groups have disproportionately greater rates of unemployment and poverty.
