Introduction
The role of contractor is substantial in successful completion of a construction project. Selection of a suitable and competent contractor is one of the crucial events of construction management. The process of evaluation of various contractors and their proposals in order to select the most appropriate contractor is known as ‘Tendering’. Firstly, client requirements are gathered and documented in a systematic manner in ‘Client Specifications’. All important specifications, including budget and time period allocation, building materials, available resources and all the aspects pertaining to the client requirements are stated in this document. Later, proposals are invited from eligible contractors. The proposal submitted by the contractors are called ‘tenders’ and the process of submission is called ‘bidding’. Finally, all the bids are thoroughly examined and evaluation of the tenders is conducted. This is done either by the construction company or by outsourced experts. Usually quantitative surveying plays a vital role in this process of evaluation. Cost-analysis, along with other investigations, is executed, in order to a
ive at the optimum result. Various methodologies and techniques are available for the selection process. The final step in the process of tendering is finalisation of the contractor.

ived at after conducting a thorough and holistic investigation. Additionally, risk analysis is executed to consider the risks, vulnerabilities and their subsequent consequences. The suggestion of the most suitable and appropriate contractor is done after ca
ying out the processes stated above. The selection process and the result are presented along with the justification of the proposed choice.
Discussion of the possible solutions and evaluation against the contract agreement
Proper understanding and interpretation of the client requirements is of utmost importance. Any lapse in understanding and ambiguity in listing of requirements will lead to serious repercussions. The proposals of the contractors are to be compared with the requirements of the clients. Such a comparative study is a crucial step in the process of project management. In this section, evaluation of contract agreements against the client requirements is ca
ied out. This is done for each of the parameters as presented in the following sections.
Reputation of the contracto
Reliable and reputed contractor is dependable and more likely to finish the project within the time frame. In this context, both contractor 1 and 2 seem to have advantage, with sufficient work force and good proven track record. Contractor 3, with limited experience and insufficient manpower, is at disadvantage.
Location of the contracto
Contractors 1 and 2 are at the same level because of the proximity of their offices to the construction site. Contractor 3 with its offices located farther from the actual construction site, stands far behind the rest.
Familiarity with the local suppliers and council requirements
Contractor 1 outscores rest of the two because if the local presence and the connections in the locality. With their demonstrated knowledge of the local conditions, they overtake the rest of the bidders.
Building materials: The concept and theme of the hotel is based on sustainability. Contractor A proposes to use timber, whose embodied energy of 4.5 GJ/cubic meter is way higher than that of rammed earth (0.35 GJ/cubic meter). Though both contractors 2 and 3 propose to use rammed earth, Contractor 3 plans to import it. Contractor 3, being an expert, stands ahead of rest of the contractors.
Tentative Start Date
Contractor 2 being tied up by prior projects expresses the inability for immediate commencement of the project. On the other hand, rest of the contractors are ready to get started immediately, thus preventing any delay in the construction.
Cost of construction
The cost of construction is the highest for Contractor B and is lowest for Contractor A.
Energy
Existing solar panels of all the three contractors are just the same. Contractor 2 proposes to go for provision of extra solar panels to address the problem of deficit power, whereas the remaining players are proposing a battery. Provision of solar panels is more compatible with the requirements. Contractor 2 does not propose to provide any back-up source for power. Whereas the battery option chosen by contractors 1 and 3 acts as a back-up source in case of unforeseen emergencies and during the spells of bad weather.
Water supply
Contractor 2 alone has a plan so as not to go for an external water source; where as the remaining two contractors propose to draw water from an external source.
Water Conservation measures
Even though, contractors 1 and 2 propose to adopt measures to conserve water, contractor 2 takes it further by adopting more efficient method and thereby
inging down the consumption way below the predicted value, lower than the value achieved by contractor 1.
Proposed time frames
The projected time frames of all the bids are less than that is stated in the requirement. Technically speaking all the bidders has satisfied the criteria. Although, the bid of Contractor A clears shows that the time completion is far less compared to those of the rest. Additionally various events are planned to be executed with an overlap of time of occu
ences, which is a very efficient way of planning. Bidder 2 has planned a similar proposal but the constraint of other major commitments and hence a gap of 40 days is proposed. Bidder 3 has no plans of overlapping of events but chose a sequential method of execution of tasks. In conclusion, bidder A’s proposal of time frames seems superior and is more beneficial for the client.
