Construction of a highway is result of a project design and development process which is often
long, complex, and involves many agencies and individuals. This process consists of a number of
stages. During each and every stage of the process, vital decisions are made. These decisions,
taken at each stage, affect subsequent stages and overall design outcomes. Chapter 1 provides
an overview of entire highway project development process. In this project development
process, various activities are involved. First activity is planning which can be accomplished by
final design, background, applicability and use of design criteria; then project design as per type
of the project and finally decision making. Highway project development process has four
distinct stages –concept definition, planning and alternatives development, preliminary design,
and final design. All of these four stages are applicable to all types of highway projects from
inception to commissioning through construction and maintenance. As the name suggest,
concept –definition is recognition of a project. This stage includes necessity of the project,
geographic limits, and identification of other specifics to enable studies to start. Planning and
alternative development stage occurs early in the overall project development process and this
stage includes wide range of activities that result in selection of a prefe
ed plan that meets
egulatory needs and is adequately detailed to continue with final design and construction.
Once the purpose and requirement for the project have been determined with public input,
proper design criteria are chosen by the transportation agency and reviewed with stakeholders
of the project. Preliminary design, as the name suggest, is initial stage of final design process
for confirmation of right-of-way needs. Final design is finishing point of design documents and
design specifications for construction of the projects.
