Executive Summary
    Community development is hard to define and understand. In Australia, the growth in migration leading to a rise in multiculturalism has led to the importance of respect and tolerance. The purpose of this paper is to understand migration and refugee problems in Australia and propose a community development plan to address the issue. In this regard, the theories of community development and their principles have been taken in to consideration. Furthermore, a particular community in the region of Australia has been looked in to which is the immigrants and refugees faced with family and domestic violence living in the metropolitan and regional Australia. The manner in which this community can be developed so as to reduce the extent of the violation of their rights, have been analyzed within this paper.

Development is seen to be a process which leads to the improvement of the lives of such people living in the community. The aspect of community development is seen to be both a process as well as an outcome. The term ‘community development is a difficult term to define though indicates the improvement of the living standard of the people who are living within the identified community (Mtika & Kistler, XXXXXXXXXXThis improvement is in the field of their social standing, their cultural integration and the peaceful and harmonious relationship that they share with each other. In other words, community development seeks to integrate the lives of the people with one another on the understanding that each and every individual of the society is in need of help and support.     In this context, it needs to be noted that even the aspect of community development has theories attached to it. Among the host of theories present in the field of community development, one of the most significant theory is that of the Social Justice Theory (Shaw & Mayo, XXXXXXXXXXThe Social Justice Theory outlines that all the individuals of a particular community would have an equal and fair opportunity to be heard, especially in the context of those minorities who are in the fear that they might be ignored. The purpose of the social justice theory is to analyze and examine how the different social categories like that of class, gender, age, ethnicity and disability may intersect with one another and create a disadvantageous field for the minorities living in that community (Aquino, Lück & Schänzel, XXXXXXXXXXThe Social Justice Theory has been applied in the understanding of the issues faced by the women migrant and refugees entering Australia who face family and domestic violence. Introduction
    There are certain theories that guide the aspects of community development and they are manifold in nature. Number of observations is received in a particular field of study during the procedure of community development and these theories provide an organization formal way for studying the different observations that are received during these procedures. In Australia, there are a number of problems that are prevalent among the poor people and need to be monitored to maintain a decent society and equality for all. As per the government’s approach, the poor people lack certain rights that the rich ones have. These problems call for community development and one of the leading reasons for community development being a necessity cure for the price is prevalent in the country is the violence against immigrant and refugee. Many immigrants’ people are affected by domestic violence and this signifies that there is a need for community development to move towards growth and modernization of the country. In this article, we shall discuss the importance of community development. Here, we shall discuss the problems faced by women and the violence that is put upon them.
 Meaning of Community Development and Community Scanning
     In order to maintain social decency in the social status of the people and to enable the refugee is least a decent life compared to all the people of the country community development is the best possible way that can be taken into account. Certain theories and laws, which make it easier to maintain an organized study of the data that is received during these procedures, guide the community development approach and the guidelines of community development prescribe certain ways that make it easier for the poor people to lead a decent life. As mentioned by Gilchrist and Taylor (2016), the leading causes of inequality and discrimination faced by immigrants is the imbalance in social structure and the prevalent norms that lead to creating difficulty for the poor section of the society to live as smoothly as the wealthier section. That is why Community Development is the most advantageous way to tackle this problem. This approach deals with several aspects of the society and takes into account the various causes that lead to sufferance of the immigrant masses in Australia.
            One of the leading causes of social imbalance in the country is the advancement of technology. The people belonging to the relatively lower strata of the society have very limited access to electronic gadgets. As the monetary transactions today are also based on electronics media, it is gradually becoming difficult for the poor people to conduct monetary transactions. Their incomes are also being disrupted for this specific reason, which hinders their progress in the social strata. This is another reason as to why community development is a leading approach in eradicating the social imbalance in the country.
            Therefore, it is clear that Community Development is the best possible way to eradicate the problems faced by immigrants. Even problems like domestic violence can be tackled by the method of Community Development, as it is a major way of spreading awareness and educating the society. Therefore, for maintenance of a sustainable society, Community Development is the best approach that can be provided by modern means.
