INTRODUCTION
“Canada is a country of regions….Each geographic region is defined by its particular geography and historic evolution.” (Bone 2011, 2) Each region’s history and geography, in turn, are inevitably linked to its problems and challenges. As regional geographers, we are interested in finding out how regions work in order to “…gain a fuller appreciation of the complexity, diversity, and interconnectivity of our world.” (Bone, 2011, 3) The goal of this assignment is to better understand Canada’s regions by examining some of their unique problems and challenges.
ASSIGNMENT
Suppose you are an advisor to the Prime Minister of Canada. In preparation for an upcoming round of federal/provincial meetings, the Prime Minister has requested a concise summary of a major problem or challenge facing three of the country’s regions. Your task is to select one regional issue from the following list and prepare a brief for the PM using the guidelines below.

[You will select one of the above challenges and prepare a brief according to the following guidelines.]
Guidelines
  1. A brief is a ‘concise summary’. The brief you prepare for your selected topic will consist of the following:
  • title page;
  • 3 to 4 pages XXXXXXXXXXwords) of text, of which: (1) not more than 1 page will be a summary of the issue; and (2) 2 to 3 pages addressing the question posed for your topic; (be sure to include recommendations (justified) on government action(s) you think are warranted;
  • reference to at least two academic sources (in addition to the text)
  • an annotated bibliography
  1. Your brief must be written in formal style (proper sentences and paragraphs) and be properly referenced with in-text citations. The use of subheadings is strongly encouraged.
  1. With respect to sources, the course text contains some discussion relevant to each of these regional challenges. You should consult additional sources (some of which may be found in each chapter’s bibliography) such that the bibliography for your brief contains the textbook and at least three additional sources, two of which are academic sources.
  1. This assignment is worth 25% of your final mark in the course.
  1. This assignment is due by 4:00 p.m., Friday, February 15, 2013. There will be a penalty of 2 marks (10%) per day for late submissions. Details regarding how the assignment should be submitted will be posted on Avenue.
  1. Be sure to retain a copy of your assignment which can be submitted in the event that the original is lost or misplaced.

Introduction and background
The province of Quebec has been a part of the Canadian sovereignty and since 1980, due
to several religious and political tensions there have been talks about the separation of the
province of Quebec from Canada and making it an independent state. The te
itorial and cultural
divisions that exist in Canada are the basis of this since tension existed between the Catholics
and Protestants of Quebec and Canada.
Summary of the issue
The issue is focused on the development of the federal system in Canada which has been
facing a lot of opposition from Quebec on political and religious as well as cultural grounds. It
has been rightly stated that " The greatest challenge to Canadian unity comes from the cultural
divide that separates French- and English-speaking Canadians and their respective visions of the
country". The recent victory of the Parti Quebecois does mean that it could result in some
amount of improvement in the political scenario (Jenson, Jane; Papillon, Martin, 2000).
Yet it could also cause several problems where in the ruling party may try and influence
in favor of dividing and separating Quebec from Canada, in case of which the Catholics staying
within the geographical boundaries of Quebec could face threat. Moreover it is also crucial that
the security of Quebec which is geographically smaller be considered by the Federal before
awarding the separation (Dutrisac, Robert, 2011).
As there are several citizens in Canada who consider this only as a politically motivated
measure, the aspects and prospects of striving for the unison of Quebec and Canada is also
crucial. It is important that peace and prosperity be maintained in the while of Canada. The

political instability and religious and cultural tensions are required to be resolved using multiple
methods and efforts of the government as well as the Federal forces (Jenson, Jane; Papillon,
Martin, 2000).
Challenges of separation
Separation of Quebec and Canada poses multiple challenges. it leads to security
problems, regulation and judicial problems, governance problems and above all impacts the
economic development of Canada as a whole. The pacts between Quebec and Canada as well as
the repatriation deeds have caused historic wounds and caused multiple repercussions. So
security issues have existed in Canada till date and if the separation does take place, it would
ecome impossible for the Federal to give security to Quebec (Jenson, Jane; Papillon, Martin,
2000).
