ibee is located 25 kilometres from the centre of Melbourne and 40 kilometres from Geelong city centre, it is strategically located close to the Port of Melbourne, Tullamarine Airport and Avalon Airport. The Premier (at the time) Ted Baillieu said the East We
ibee Employment Precinct will be the largest integrated business and residential development of government owned land in Victoria since Docklands. To facilitate this, the Planning Minister has permitted a change of land-use to allow agricultural land to be sub-divided for housing. As a consequence of the change in zonation an ecological survey was undertaken in the area and the following flora and fauna species, listed on the Flora and Fauna Guarantee Act, were identified:
Flora: Spiny Rice-Flower Pimelea spinescens, Curly Sedge Carex tasmanica, Large-headed Firewood Scnecio macrocarpus and the We
ibee River catchment’s own Blue Box, Eucalyptus
Fauna: Golden sun Moth Synemon plana and the Growling Grass Frog Litoria raniformis
Your Task
You have just purchased 30 hectares of land, from a farmer, in the recently rezoned East We
ibee Employment Precinct area. As part of the purchase deal you are required to present to the State Government with your development plan and explain how you will house up to 12,000 people.
You must prepare a tender document that considers the following:
· Your organization’s definition of sustainability and the associated values.
· The stakeholders associated with the project; considering not only the local community, client, but also those within your organisation. You must identify the needs of each stakeholder group and articulate whose you will and won’t address in your proposal.
· How you would design the site (what manufacture capital will you include in the site design) i.e. how would it house the potential residents and what infrastructure should be included in the site. Make sure you provide a sketch of the site and a written description.
· Discuss your design against all of the 5 capitals that make up sustainability (environmental, social, human, manufactured and economic). Address how the pre-planning, design and build phase of the site will prioritise and manage the 5 capitals of sustainability. In doing so you must define each capital and align the different initiatives included/excluded to address these in your proposal.
· Justify the inclusion and exclusion of initiatives presented in class e.g. cost, value, time, not in clear from the
ief, not feasible from your perspective.
You will be mark on the following criteria
· How your definition of sustainability links to the chosen initiatives.
· Identification of chosen key sustainability themes from the course and literature (use the relevant summary notes you completed in each tutorial)
· Your ability to link each theme to your profession/discipline explaining why they are relevant and provide evidence (readings and course notes) to support these
· Any links between capitals associated with your chosen initiatives.
· Quality and depth of answers
