Purpose of this assignment
By carrying out this assignment learner will understand current health, safety and welfare legislation; the main requirements of an effective health and safety policy and its successful implementation in the workplace. Learners will understand how to identify and record hazards, assess risks and select appropriate control measures to prevent or mitigate ill health and injuries on site. Work carried out for this unit will allow learners to contribute to the safety policy and arrangements. Learners will also gain an understanding of the need to review, revise and monitor risk assessments.
Scenario
The Managing Director of your company is keen to ensure that site safety is key in the company’s primary strategic plan this year in order to reduce the company’s published annual safety statistics. Your role within the company is as a trainee contracts manager. You have to be able to apply the wide range of construction health and safety legislation to the sites that you look after. This role requires a great deal of knowledge and understanding about how the current health and safety legislation applies to the construction context that is being operated on the various sites. This is done initially through risk assessments which you have to collate and review, updating company policies as required. The following series of tasks are set to test your knowledge and understanding of health and safety in construction and the built environment.
Task 4a (LO 4: 4.2 and 4.3)
The Health and Safety Department have seconded you as a Graduate Trainee Contracts Manager to undertake a review of the following changes that are proposed to current procedures and policies. As the workload is extensive select three of the following and undertake the production of a short report back to the Health and Safety Manager.
Evaluate the following changes in procedure or policy (P4.2)
· a glove policy is to be mandatory where all operatives will wear safety protection on the hands whilst on site
· a non–smoking policy is to be implemented on all construction sites
· all site safety inductions will only be valid for 3 months
· all working at height will be subject to a permit system
· scaffold towers will be used for all access required over 1 metre.
When you have completed your review of the initial changes produce a justification about why these changes would be effective if they were implemented (P4.3).
For M3, you must provide at least three different case studies to reinforce and communicate justification of your findings and appraise these case studies for an unfamiliar audience.
Task 4b (LO 4 and 4.1)
The company uses a set of generic risk assessments that are rarely reviewed or updated. You have been asked to undertake the following to ensure that some currency is maintained within the risk assessment file.
The following changes are proposed to your risk assessments - the review of the risk assessments will now be undertaken at night from 10.00pm to 6.00am and you are required to report on the changes that will be needed.
Monitor and review your risk assessments in the light of these changes to circumstances and report accordingly (P4.1)
For D2,you must provide a detailed review about how the management and organisation of risk assessments are affected by night-time working, based on investigations.
