This assessment exposes you to the concept of a Discussion Paper - an important consultation tool used in tourism planning and policy development. Assuming the position of an independent tourism planning expert, you are required to source, critique and compare two publically available discussion papers on topics of your choice. The policy cycle provides the framework for your critical evaluation of each individual paper and the structural comparison between them. Your assessment piece will conclude with a reflective section on lessons you learnt through doing this critique and how it might assist you in writing your own Discussion Paper.

INTRODUCTION
The following study has been done in relevance to tourism in Australia. The information for the study has been compiled from the following two discussion papers:
1. National Heritage Tourism Summit Discussion Pape
2. The 10 Year Plan For Tourism
The key issues highlighted in the first paper is informing and driving a national level discussion on the untapped potential of heritage tourism in Australia. The discussion paper has been prepared by the National Trusts of Australia. It also highlights the social and economic benefits from heritage tourism, visitor potential and the fact as to how tourism can have an unforgettable and exceptional effect on any individual.
It further suggests some strategic platforms so as to drive the next stage in the development of heritage tourism in Australia. The National Trust is of the view that any type of initiative in the industry requires strong collaboration. The implementation of such initiatives requires a partnership among the tourism and heritage sectors with the community, industry and the government stakeholders (National Heritage Tourism Summit Discussion Paper, 2018).
Moving on to the next paper, it describes the aims of the next 10 year plan. It also focuses on the consultative process for informing as well as providing background information on the Australian tourism industry. While considering many challenges and opportunities, the plan intends for providing a framework in order to assist the tourism industry in partnership with the government. This would help to achieve specific outcomes that are economically, culturally and environmentally rewarding as well as sustainable. Moreover, another intention behind the framework is consistency with the goals and priorities in order to develop Australia’s regions over the next decade.
Promoting the visitation for both domestic and international travelers beyond the metropolitan centers would prove to be highly beneficial in the long run. It can prove to be advantageous for the regional communities, businesses and to the tourism industry as a whole (The 10 Year Plan For Tourism, 2002).
FRAMEWORK OF THE POLICY PLANNING CYCLE
The planning cycle unites all the aspects of planning unto a consistent and amalgamated process (Andrews, 2017). Planning within this structure ensures that the plans are well focused, fully considered, resilient, and practical as well as cost-effective.
While considering the first paper which is on National Heritage Tourism Summit, it was analysed that it is well focused on all the aspects in this parlance. It clearly explains the essence of Heritage Tourism followed by its governance, general visitor reach and trends, prospective growth, challenges as well as opportunities. It also suggests some strategic framework and action items which can be considered while tackling the issue. Thus, it can be said that the topic has been fully-considered in the paper and the suggested methods for improvement or the action items are completely practical, effective and resilient. The cost-effective approach has also been adhered to.
Coming up to the latter, the paper- 10 Year Plan for tourism also begins with explaining the nature of tourism followed by a comparison between Australian tourism and the World tourism. Moving...
