EXECUTIVE SUMMARY
This paper provides an overview of the overall function and management of national health
system in Oman. It includes an in depth analysis on the way all managerial and administrative
functions are being executed within the system. Major findings of the paper states that
National health system of Oman follows a public funded universal model of care; robust
panning and centralized management is being followed. Proper availability of learning and
esources has helped in fast improvement and growth of health sector in the region. However,
with changing environmental condition, demand for national health system Oman has also
changed and new financial models and administrative techniques have been suggested in the
paper for improvement.

INTRODUCTION
Health system can be regarded as the most crucial component for any economy and its
success; there are several elements are related to it such as education, financial position,
availability of basic requirement; healthcare scenario can be regarded as a basic parameter to
evaluating the social position and future of a region; it can be used to analyze the success of
all environmental factors and governmental policies in a nutshell. Health sector is one sector
on which world economy is working by joining hands through information and knowledge
sharing parameters (Hunter, 2007). Health industry is vast and difficult to analyze in as a
whole; instead in order to understand the depth of this subject, this paper will focus on
evaluating health care delivery system in Oman.
This paper has been written with the objective of understanding the national health system in
the region of Oman; Oman is among developing region in middle east, healthcare industry in
Oman have grown significantly and being praised by world institutions. This paper will focus
on evaluating the overall health system model in this region; its success and scope for future
development. This paper will concentrate on analyzing the healthcare industry in Oman; its
structure, management system, resource allocation strategy, technology, legal framework,
structure etc; aim of this paper is to find loopholes (if any) in the policy and suggest strategies
to improve it in future.
HEALTHCARE SCENARIO IN OMAN
Oman is the third largest region in Arabian Peninsula with population around 2,402,000; out
of which majority of the population constitute youth. In terms of economic condition, region
is developing but its main source of income is oil and gas exports (Al-Lawati & Mohammed,
2008). Since 1970, government has started focusing towards the development of healthcare

system in Oman; before that period region was suffering from high mortality rates and
different diseases. With the formation of ministry of health, this region started growing
significantly (Dhawi, et al., 2007). The figure below illustrates the major component of
healthcare sector in Oman.
Ministry of health is the main administrating body for providing healthcare service to all;
several hospitals and clinics are maintained by this authority; almost 897 medical centers and
59 hospitals are present in the region, out of which only 10 are privately managed and rest all
are public hospitals (World Health Organization, 2006).
HEALTHCARE PLANNING
Planning is foundation system of proper strategic management of any industry or
organization. Since 1970, healthcare planning system in Oman had been very strong. Five
year strategic plan was implemented in the year 1975; three give year plans were
implemented between years 1975 to 1990 and 6
th
plan in 2001 (Al-Lamki, 2010). This
process was conducted by forming a planning agency. The seventh five year plan was
implemented in the year 2006. The health policy statement of the government of Oman aims
to offer complete physical, mental and social well being of the people; promoting and
protecting the healthcare sector of Oman; providing environment sustainability and
improving overall health system of the region (Sultanate of Oman , 2012).

Healthcare system in Oman is highly advanced and successful; it is worth US $1.3 billion.
According to a research conducted on the health data from 1990 to 2005, it has been found
out that majority of the diseases in Oman are no communicable which includes
cardiovascular, diabetes, overweight, obese, metabolic syndrome and high cholesterol (Al-
Lawati & Mohammed, 2008). Apart from this, there are rising concern towards consumption
of tobacco and smoking habits...
