Introduction
It has been notes that number of individuals belonging to the category drug addicts lose their lives due to drug related overdose and non-sanitized use of injecting equipment. Since, the solution for eradication of drug addiction appears to be of long run therefore, medical supervision can be considered as a short-term solution towards controlling the deaths due to drug overdose. Medically supervised injecting room has been established under trial by the Victorian Government in order to provide medical and health support to the clients. This essay will be focused upon the legislations as well as requirements for establishing such facilities along with the future implications.
1. Legislation facilitating Establishment of Medically Supervised Injecting Facility in Victoria
It would be essential to consider that the new medically supervised injecting facility established in the state of Victoria is not based upon some recently implied act or law. Instead, it is based upon the ‘Drugs, Poisons and Controlled Substances Act 1981’, which was the principle ACT. In the year 2017, this act was amended and it became ‘Drugs, Poisons and Controlled Substances Amendment (Medically Supervised Injecting Centre) Act 2017’ (The Conversation, 2017). This Act came into operation in 2018 and based upon the enactment of this ACT, Medically Supervised Injecting Room (MSIR) was established on 29 June 2018. Cu
ently, the 2-year trial period will continue until 29 June 2020 and after the completion of this trial period, government has provided an option to extend the trial for further 3 years (Victoria State Government, 2019).
The major objectives of the Act or the legislation under which this medical facility has been established includes the scheme to reduce the number of avoidable deaths caused in the state of Victoria due to overdoses of drugs and drug dependence. Further, under this legislation, the second objective was to deliver and provide more effective health services to the clients from licensed and medically supervised injecting centre, which eventually would act as a gateway towards health as well as social assistance (VHHSBA, 2019).
Further, the legislation also suggested that evidently, only the provided room at North Richmond Community Health Hospital will be operating the injecting facility under the trial period and no other facility will be allowed or licensed until the trial period will be over. Moreover, Sands (2018) mentioned that the amendment made in the principle act came with the restrictions that the MSIR will only allow individuals above the age of 18 years to use the injecting room. Likewise, the legislation also ensured not to use any illegal drug inside the MSIR and security will be sanctioned inside as well as outside the facility. In order to support the community and ensure safety while minimizing the drug harm, MSIR has been sanctioned under the supervision of Victoria Police and Department of Health and Human Services (Time Base, 2017).

Drug use and drug dependence has persisted in the society from a very time period. It would be essential to consider that large population of Australia commonly uses cannabis. However, only a small minority of population actually uses illegal drugs such as ice and heroin. However, due to substantial harm of drugs and overdose, even these individuals are not able to use drugs for long. According to the data presented by Better Health Channel (2019) and National Drug Strategy Household Survey, people aged between 20 and 29 have been reported to use at least one illegal drug such as heroin, methamphetamine or ice and around 2% of children from Victoria below the age of 18 have been reported to use heroin.
