EXECUTIV E SUMMARY
Health systems are facing significant pressure to either implement health informa-
tion technology (HIT) systems that have "certified" electronic health record applica-
tions and that fulfill the federal government's definition of "meaningful use" or risk
substantial financial penalties in the near future. To this end, hospitals have adopted
one of three strategies, described as "best of breed," "best of suite," and "single
vendor," to meet organizational and regulatory demands. The single-vendor strategy
is used by the simple majority of U.S. hospitals, but is it the most effective mode for
achieving full implementation? Moreover, what are the implications of adopting this
strategy for achieving meaningfijl use?
The simple answer to the first question is that the hospitals using the hybrid best
of suite strategy had fully implemented HIT systems in significantly greater propor-
tions than did hospitals employing either of the other strategies. Nonprofit and
system-affiliated hospitals were more likely to have fully implemented their HIT
systems. In addition, increased health maintenance organization market penetration
rates were positively correlated with complete implementation rates. These results
have ongoing implications for achieving meaningful use in the near term.

INFORMATION SYSTEMS
Executive Summary 
 US Healthcare system is probing to implement Health Information Technologies to meet 
different objectives which has an impact on care quality. Like inside Hospitals clinical outcomes 
and improvement in operational efficiency, which consequently leads to the betterment of 
financial performance, is an aim for Hospitals to gain attention of stakeholders which include 
government and more patients.  But constant pressure from stakeholders to include HIT which is 
done by showing the token of reward from Federal Government to provide a certification on 
Electronic Health Record (EHR), which would help to achieve goals in coming years. And one 
more external constraint over to this is if Hospitals fail to implement within the deadlines would 
lose their certification by 2015. Hence constant internal and external pressure governing forces 
make it necessary to implement Information Technology system. (Chin, 2004). 
Past experiences suggest that Hospitals have failed in their attempts to execute complicated HIT 
systems. This shows that successful implementation require Planning, Training of staff, 
Development of policy, integration of application and rollout programs which subsequently take 
years to employ. (Burke, Yu, Au,and Menachemi 2009) 
 American Hospital Association’s had done survey in 2007 to find out the completeness of 
HIT implementation, to understand the technological advance strategies in facilities. To identify 
this logistic regression was employed to relate it with implementation status of HIT in different 
hospitals. These findings are important for policymakers to design and formulate new plans. 
 Effectiveness of HIT strategies which are used to save time and provide safety to patients 
can be seen. Intervention of government and federal system to implement HIT which is very 
persuasive. Failure to do so is restraining US healthcare system to provide a good quality health 
care system to its patients. And even if they are able to do they have to suffer on cost.  
Reasons for failure implementation 
 It is not easy to make others understand the return on investment and the nature of 
industry which is very fragmented and all the drawbacks associated with first mover. A slow 
growth in the development of all the prerequisites for HIT is a prime reason for its failure but if 
we see it deeply it is not the reason rather than a result. Development of IT is readily possible 
when Business development and methodology processes are clear, also the willingness of 
associated stakeholders. Another considered prime reason for the market failure of IHT a
