Effects of inpatient prospective payment systems 
Prospective payment systems or the PPS introduced in 1980s with the goal of ensuring that 
Medicare patients receive adequate care without being burdened with unwarranted healthcare 
costs. Under this system, the chances of misusing and abusing of healthcare services are 
largely minimized as opposed to the cost plus system (Shi & Singh, 2008). 
Implemented in 1983, PPS was introduced as a part of cost containment strategy to motivate 
acute care hospitals to change the way in which they delivered health care services. At the 
time of discharge patient chart is forwarded to the hospital health information department for 
coding purposes. Based on the code assigned (which denotes the kind of illness/disease), one 
flat rate is reimbursed to the acute care delivery in a hospital setting. This method of
