Introduction
This Programme was started by the Australian Government on 1 July 2014, to improve the healthcare needs of the local population to mitigate the gap between the indigenous and other Australians (Australian Government ,2018). The Programme was aimed to provide the health care solutions through these four services: The Primary Healthcare base Funds, Stronger Futures in Northern Te

The government also facilitated many health assessment projects through this programme to follow on the controlling and care of chronic disease, providing cheaper medicines, and incentive for better management of the long term diseases. The Primary Healthcare Services helped the communities to better manage and prevent these diseases.
Background
The initiative was framed according to the Health Performance Framework addressing the seven closing the gap targets (Australian Government ,2018). For example closing the gap in life expectancy, halving the mortality rate gaps for the To
es and strait islander children below the age of 5 years, facilitating the early childhood education for all the children below 4 years living in remote rural areas, mitigating the gap for the children in writing, reading and numeracy skills, helping the children to grow in healthy way to reach the age of 12 years and reducing the differences in employment opportunities between the indigenous and other people. Two of these targets are directly associated with the healthcare: Halving the mortality rate of children under the age of 5 years until 2018, and mitigating the life expectancy in a generation by 2031 (Australian Government ,2018). Improving the accessibility of the healthcare services to reach the socially disadvantaged sections of the community is the key to the success of these programmes. It is observed that one half of the gap in the health outcomes between the Aboriginal and general people in Australia is related to the differences in education, income and available job opportunities (DSI consulting, 2009).
The Australian Government invested more than $4.8 billion in promoting such programmes under the Advanced Indigenous Strategy. The Indigenous Australian Health Programme (IAHP) offers a non discriminatory and culturally respectful healthcare system. The programme identifies the social determinants of health such as environmental factors, socioeconomic standard, and community capacity to
