Climate change is a complex global issue and is recognized as the major obstacle to sustainable
economic development. This is a global challenge and must be addressed at the international
level. Climate change is such a global problem that can only be successfully handled with the
cooperation of every nation through the use of international laws and regimes.
Actually the true economic cost of unconstrained climate change is an issue of debate for long.
The sources of Green House gas emission are diffuse and the causes and consequences are
diverse. The less developed countries, who contribute least to climate change, are more
vulnerable to the effects of climate change.
The potential solution for such a critical problem can be offered by international institutions and
egimes. They can only provide the unbiased source of information, promote the cooperation
among the states, reduce the uncertainty level, identify the free riders and reduce the likelihood
of cooperation failure. But the design of international regime is very important as climate change
involves significant ethical implications. For example Kyoto protocol is identified as a flawed
design by majority of the economists. Emissions reduction goals cannot be accomplished by
policies that contract economic activity (Roger A. Pielke Jr. 2010).
